DOH License for Singapore-Trained Doctors: Exam, Steps and Jobs in Abu Dhabi

Singapore-trained specialists can hold a DOH license in Abu Dhabi without sitting the licensing exam, provided they hold both a JCST exit certificate and accreditation from the Specialists Accreditation Board (SAB). The UAE’s unified qualification requirements of April 2025 grade that pair as Tier 1, and Singapore is one of the countries whose Tier 1 specialists and consultants are exempt from the exam. The Department of Health (DOH) runs applications through the TAMM platform, and the license is issued for one or two years when you pay the license fee. Below is how DOH reads a Singapore file, what each stage costs in Singapore dollars, and what Abu Dhabi offers are worth.

At a Glance for Singapore Specialists

  • Tier 1 needs both documents: the JCST exit certificate and SAB accreditation together.
  • Specialist title: no further experience is needed after Tier 1 accreditation, subject to the gap rules below.
  • Consultant title: two years of experience after the main specialty, or one year after a recognised sub-specialty qualification.
  • GPs: no Singapore qualification is on the GP exemption list, so Singapore GPs sit the DOH exam unless they hold PLAB, USMLE Part III, the AMC exams or another listed equivalent.
  • Two separate gap rules: DOH wants your last clinical working day within two years of applying, or it asks for gap-of-practice training and CME first. Separately, a break of more than three years removes the exam exemption.

How DOH Grades a JCST Exit Certificate and SAB Accreditation

Doctor reviewing specialist certificates

The Singapore entry in the UAE requirements names two documents, not one: the exit certificate from the Joint Committee on Specialist Training and the certificate of specialist accreditation from the SAB. The JCST is a standing committee appointed by the SAB, so the two are issued in sequence at the end of residency or senior residency. DOH grades the pair, which is why the best time to open a DOH application is once your SAB accreditation has been issued.

Other qualifications earned during training are graded under their own country. An MRCP(UK) or another UK Royal College membership taken as an exam on its own falls in the UK’s Tier 3, which is a weaker route than the Singapore Tier 1 pair. Lead with the JCST and SAB documents, and list any UK, Australian or American qualifications as supporting evidence.

Tier 1 also shortens the path to Consultant. Two years of practice after your main specialty is enough, so a consultant from a Singapore cluster with that experience applies for the Consultant title directly rather than starting as a Specialist.

Singapore’s Public Clusters and Abu Dhabi’s SEHA Network

Specialist leading ward handover

In Singapore, public specialists work within one of three regional healthcare clusters. Abu Dhabi has a single public provider, SEHA, now part of PureHealth, with Sheikh Khalifa Medical City and Sheikh Shakhbout Medical City in the capital and Tawam Hospital in Al Ain. Private employers include Cleveland Clinic Abu Dhabi on Al Maryah Island and Mediclinic, and one DOH license is valid across all of them, in Abu Dhabi city, Al Ain and Al Dhafra. The DOH license for doctors from France is recognized and accepted by various institutions throughout the emirate. This allows qualified medical professionals to practice without facing unnecessary bureaucratic hurdles.

Patient records will feel familiar. Singapore links its hospitals and clinics through the National Electronic Health Record, and DOH runs Malaffi, the Abu Dhabi health information exchange that connects public and private providers across the emirate.

From TAMM Application to an Active DOH License

Doctor submitting DOH license documents

  1. Open the DOH professional licensing service on TAMM and choose the title you are applying for, Specialist or Consultant.
  2. Complete primary source verification. DOH accepts only verification reports addressed to DOH, so a DataFlow report prepared for another regulator cannot be reused as it stands. Your degree, JCST exit certificate, SAB accreditation and experience letters are all checked at source, and DOH allows 24 working days for this stage.
  3. Submit the file with your Certificate of Professional Status from the Singapore Medical Council. DOH aims to review a complete file within 5 working days.
  4. Close the exam step by having your Tier 1 exemption recorded. GPs and other applicants who are not exempt book a Pearson VUE exam at this point.
  5. Link a licensed employer within three months. The facility must offer your specialty and hold malpractice cover for you.
  6. Pay the license fee. DOH issues the license, for one or two years, once payment clears.

The Singapore Medical Council issues the Certificate of Professional Status (COPS), which replaced its Certificate of Good Standing. You request it through the SMC’s Professional Registration System for a fee of S$80, and the SMC sends it directly to DOH rather than to you, usually within about 14 working days. Request it once your TAMM file is ready, because UAE regulators expect a good standing certificate no older than six months when you submit.

DOH Fees in Dirhams and Singapore Dollars

  • Primary source verification: AED 1,680 for specialists and consultants, about S$586; AED 1,260 for GPs, about S$440.
  • Exam: Pearson VUE fees apply only to applicants who are not exempt.
  • Physician license: AED 2,500 for one year (about S$872) or AED 3,250 for two years (about S$1,134), with AED 100 added to two-year applications.
  • Renewal: AED 750 for one year or AED 1,500 for two, with 80 CME hours across a two-year license period.

On the Singapore side, IRAS looks at where the work is physically done: pay for clinical work in Abu Dhabi counts as foreign-sourced, while any working days spent in Singapore stay taxable there. Settle your own position with IRAS or a tax adviser before your move date.

Settling in Abu Dhabi From Singapore

  • Time difference: Abu Dhabi is four hours behind Singapore, which leaves a workable overlap for calls with family and former colleagues.
  • Residency: once licensed, doctors can look at the 10-year UAE Golden Visa for Singapore doctors for themselves and their families.
  • Working across emirates: a DOH license does not cover Dubai, but a valid DOH license for the same title makes you eligible for exam exemption when you apply to the Dubai Health Authority.

Frequently Asked Questions

Can Singapore-trained doctors work in Abu Dhabi?

Yes. Singapore-trained doctors work in Abu Dhabi, Al Ain and Al Dhafra with a DOH license, and DOH grades the JCST exit certificate with SAB accreditation as Tier 1.

Do Singapore specialists have to pass the DOH exam?

No, if they hold both the JCST exit certificate and SAB accreditation, because Singapore is on the exam-exemption list for Tier 1 specialists and consultants. A practice gap of more than three years removes the exemption, and GPs sit the exam.

Does MRCP(UK) count for a DOH specialist license?

It counts, but under the UK entry, where a Royal College membership on its own is Tier 3. For a Singapore-trained specialist, the JCST and SAB pair is the stronger qualification to apply on.

Can I apply to DOH before my SAB accreditation is issued?

Apply once both documents are in hand. The Singapore Tier 1 entry names the JCST exit certificate and SAB accreditation together, and primary source verification checks each of them.

How long is a DOH license valid?

One or two years, depending on the option you pay for. For physicians, a new license costs AED 2,500 for one year or AED 3,250 for two, and renewal needs CME hours and an active employer.

Can I use a DOH license in Dubai?

No. Dubai issues its own DHA license, but a valid DOH license for the same title makes you eligible for exam exemption with DHA.
