What is a MOH license?

A MOH license is the legal authorisation to practise medicine in the UAE emirates regulated by the Ministry of Health and Prevention (MOHAP): Sharjah, Ajman, Fujairah, Ras Al Khaimah, and Umm Al Quwain. Dubai is regulated separately by the DHA and Abu Dhabi by the DOH, so MOHAP is the authority for everywhere outside those two emirates. The terms MOH license and MOHAP license refer to the same registration.

The licence confirms that your qualifications, training, and experience meet the standards required to practise, and it is tied to a MOHAP-regulated employer once you are placed. A MOHAP licence is valid for one year and is renewed annually, with renewal due at least three months before expiry and subject to Continuing Medical Education (CME) requirements.

Every applicant is graded against MOHAP’s professional qualification requirements, which set the licence title and the experience each title needs. Your specialty, grade, and country of training decide which MOH title you qualify for and whether you need to sit the MOH exam or are exempt.

The MOH license process, step by step

Getting a MOH license follows five stages, managed through the MOHAP online licensing portal. We handle each one on your behalf and keep you updated at every step.

1

Eligibility assessment

MOHAP sets experience and qualification rules by grade and specialty under the Unified PQR. We run your MOH eligibility check against the requirements before you spend anything, so you know where you stand on day one.

2

Security approval

MOHAP licensing begins with a security approval: an introductory statement submitted with your passport and Emirates ID to the MOHAP representative office for the emirate you are applying in. We prepare and submit this for you so it is cleared correctly.

3

MOHAP account and application

You register on the MOHAP portal or smart app using UAE PASS (the MOH license login) and complete the application with full personal and professional details. We create and manage your case so it is structured correctly from the first entry.

4

Document preparation and upload

Certificates, transcripts, a valid home-country license, a good standing certificate, and a signed logbook for surgical specialties. We review every document against MOH license requirements before submission, because rejected documents are the most common cause of delay.

5

DataFlow primary source verification

Your credentials are verified directly with the issuing institutions through DataFlow. This typically takes around four to eight weeks, occasionally longer if institutions are slow to respond, and the positive report is valid across most Gulf countries and never expires.

6

MOH exam or exemption, then registration

Doctors from recognised countries usually qualify for exemption from the MOH exam. Where an assessment applies, it is a computer-based test booked through Prometric. Once it clears, we submit your MOHAP registration, and the licence issues on employer sponsorship.

What our MOH license consultancy handles

Our in-house licensing team manages the parts of the process that cost doctors the most time and the most rejected applications. We act as your MOH license agency in the UAE from eligibility through to your first day at work.

Licensing and recruitment run together. We are contracted with hospital groups across the northern emirates, so as your MOHAP registration completes we connect you to live vacancies that match your specialty.

The MOH exam and exemption criteria

Many doctors do not need to sit the MOH exam at all. Doctors trained and board-certified in recognised countries, including the UK, Ireland, USA, Canada, and Australia, usually meet the MOH exam exemption criteria and move straight to registration. Where an assessment is required, it is a Prometric computer-based exam of around 150 multiple-choice questions over three hours, and a pass mark generally reported at around 65%. A passed MOH exam result is valid for five years.

We confirm whether you are exempt during the eligibility check, so you know upfront. Where an exam is needed, we handle MOH exam registration and point you to preparation support across common specialties, including General Practice, Family Medicine, Internal Medicine, Paediatrics, Anaesthesia, and Dentistry. You can begin the licensing process while still working in your home country.

Transferring a DHA or DOH license to MOHAP

If you already hold a DHA or DOH license and want to move to a MOHAP-regulated emirate, you do not start from scratch. Your DataFlow report carries across, since it is recognised UAE-wide, so the main steps are a fresh MOHAP application and registration rather than re-verifying your documents. We manage the transfer end-to-end and confirm any difference in fees before you commit.

Doctors often ask whether DHA or MOH is easier. In practice the process is very similar across all three authorities, the same DataFlow, the same exemption logic for recognised countries, and similar document requirements. The right authority is decided by where the job is, not by which is simpler. If you are open to roles in more than one emirate, we run the application that matches your strongest job leads and keep the others open on the same verified documents.

MOH License Consultancy

Do you need a MOH license or a different emirate's license?

You need a MOH (MOHAP) license if your job is in Sharjah, Ajman, Fujairah, Ras Al Khaimah, or Umm Al Quwain. These five emirates are all regulated by the Ministry of Health and Prevention, so a single MOHAP registration covers roles across any of them, which is useful for doctors open to more than one northern-emirate location.

If your target role is in Dubai, you need a DHA license instead; for Abu Dhabi and Al Ain, you need a DOH license. Your DataFlow report is the one constant, verified once and accepted across all of them. For the Dubai route, see our DHA license consultancy; for Abu Dhabi, see our DOH license consultancy. For a side-by-side comparison of all three authorities, see our Ultimate Guide to UAE Medical Licensing.

MOH licensing packages

Fixed-scope licensing support with a dedicated case manager, from eligibility through to registration and job placement. Tell us your specialty and we’ll recommend the right package and confirm pricing.

What happens after your MOH license is issued

A MOHAP registration is most valuable the moment it is paired with a job offer, because the licence activates on employer sponsorship. As your registration completes, we connect you to suitable roles across hospital groups in Sharjah and the northern emirates and support you through interviews, contract terms, and salary negotiation.

Because we handle both sides, licensing and placement, you do not finish the licence and then start a separate job search from scratch. Many of our doctors move from a positive DataFlow report into an offer without a gap. You can see current openings on our doctor jobs page, or send us your specialty and we will tell you what is live.

MOH license cost, timeline, and documents

How long does a MOH license take?

MOH license fees and DataFlow fees vary by application and grade and are paid to MOHAP and DataFlow directly. For private facilities, MOHAP’s published application fee is AED 100 and the doctor licence fee is AED 3,000, on top of the DataFlow verification fee and any exam fee where an assessment applies. We give you a clear breakdown of authority fees and our consultancy fee before you commit, with no surprises mid-process.

MOH license FAQs

A MOH license, also called a MOHAP license, is the registration the Ministry of Health and Prevention issues for doctors to practise in Sharjah, Ajman, Fujairah, Ras Al Khaimah, and Umm Al Quwain. Dubai uses the DHA and Abu Dhabi uses the DOH.

You apply through the MOHAP licensing portal: create an account, complete the application, upload documents, and complete DataFlow verification, then sit the MOH exam if you are not exempt. We manage this end-to-end so it clears on the first review.

Most tier-1 doctors complete the MOH license process in around three months. The main variable is DataFlow primary source verification, which usually takes around four to eight weeks. Tier-2 and tier-3 applicants can take six months or longer if an exam or extra documentation is required.

Not always. Doctors trained in recognised countries, including the UK, Ireland, USA, Canada, and Australia, usually meet the exemption criteria. Where an assessment is required, it is a Prometric computer-based exam of around 150 multiple-choice questions over three hours, and a pass mark generally reported at around 65%. A passed MOH exam result is valid for five years.

You need recognised educational certificates with transcripts, a valid home-country license, a good standing certificate issued within the last 6 months, a passport copy and photo, and a signed logbook for surgical specialties, plus a positive DataFlow report.

MOHAP and DataFlow fees are paid to the authorities directly and vary by grade and application. We provide a full breakdown of authority fees plus our consultancy fee upfront, including DataFlow fees and exam fees where they apply.

The process is very similar across DHA, DOH, and MOHAP, the same DataFlow, the same exemption logic, and similar documents. The authority you apply to is decided by where the job is, not by which is simpler.

Yes. Your DataFlow report is recognised UAE-wide, so a move to a MOHAP emirate mainly needs a fresh MOHAP application and registration rather than re-verifying documents. We manage the transfer and confirm any fee differences first.

You can apply yourself through the MOHAP portal; an agency is not mandatory. Most doctors use a consultancy to avoid the document rejections and grading errors that add weeks, and because licensing and job placement can then run together.

DataFlow is the company that verifies your certificates, experience, and good standing directly with the issuing institutions (primary source verification). It typically takes around four to eight weeks, and the resulting report is reusable across the Gulf.
