SCFHS License for Singapore-Trained Doctors: Classification, Exam and Jobs in Saudi Arabia

Singapore-trained doctors get a Saudi license through professional classification by the Saudi Commission for Health Specialties (SCFHS). You apply on the Mumaris Plus portal, SCFHS reviews your JCST exit certificate, SAB accreditation and experience, and the classification sets the grade you practise at, such as Senior Registrar or Consultant. One registration covers every region of the Kingdom, from Riyadh to Jeddah and the Eastern Province, and Saudi Arabia does not tax employment income. Below is how SCFHS treats Singapore qualifications, how the classification exam works, and what Saudi offers are worth in Singapore dollars.

Where Singapore Fits in the SCFHS Group Lists

The SCFHS executive rules for classification and registration sort foreign specialty certificates into three groups, and the group decides the starting grade:

  • Group 1 (Australia, Canada, France, Ireland, Saudi Arabia, the UK and the USA): Senior Registrar on qualifying, Consultant after three years, no assessment.
  • Group 2 (for example Hong Kong, Malaysia, Japan, South Korea and Germany): Senior Registrar after reaching the required score in a written exam, Consultant after five years and an assessment committee or interview.
  • Group 3: Registrar only, after a written exam or interview and the required experience.

Singapore is not named in any of the published group annexes, so the rules do not fix a starting grade for a JCST exit certificate with SAB accreditation. The rules place Hong Kong’s specialist training with Academy of Medicine fellowship and Malaysia’s clinical master’s degree in Group 2, but that does not set Singapore’s position. Ask SCFHS to confirm how your qualification will be classified before you accept an offer written for a particular grade.

When You Hold a Certificate SCFHS Lists by Name

If you also hold a qualification from a country SCFHS lists, that certificate is graded by its own group:

  • UK: a CCT or CCST with GMC specialist registration is Group 1. Royal College membership or fellowship on its own, such as MRCP(UK), is Group 3, and the rules add an experience requirement of two years if it was obtained in the UK and four years if obtained outside the UK.
  • Australia, the USA and Canada: the specialty certificates listed for these countries are Group 1.

Submit every specialty qualification you hold, so the classification can rest on the strongest one. More on how certificates map by country is in SCFHS eligibility by country of training.

The SCFHS Written Exam: Attempts and Validity

Where your classification calls for a written exam, it is a Prometric-delivered specialty assessment. The executive rules set the attempts by where you apply from:

  • Applying from outside the Kingdom: three written-exam attempts within one year.
  • Applying from inside the Kingdom: six months from acceptance of the application, with a maximum of three written attempts.
  • Validity: a result stays valid for five years and can be used for classification once.

Mumaris Plus Steps From Singapore

  1. Create a Mumaris Plus account and request an eligibility number for professional classification.
  2. Start DataFlow verification. DataFlow gives 15 to 25 working days for SCFHS verification once your documents are complete.
  3. Sit the written exam or interview if your classification requires one, using your eligibility number to book.
  4. Receive your classification, which names your grade and specialty.
  5. Register and activate through Mumaris Plus once a Saudi employer has hired you. Re-registration needs 60 CPD hours.

If you are working, SCFHS also asks for a letter from your hospital’s HR department showing your start date, category, specialty and the letter’s issue date.

Documents to request in Singapore

  • Medical degree and transcripts
  • JCST exit certificate and SAB certificate of specialist accreditation, with your residency or senior residency record
  • Any other specialty qualifications you hold, such as MRCP(UK), FRCS or a US board certificate
  • Experience letters from each cluster or hospital HR department, plus the current HR letter SCFHS asks for
  • A Certificate of Professional Status from the Singapore Medical Council (S$80, about 14 working days), which the SMC sends directly to the authority

Saudi Doctor Salary in Singapore Dollars

Saudi employers quote salaries in riyals, and no income tax is deducted. Common monthly offers convert to Singapore dollars as follows:

Monthly offer (SAR) Per month (SGD) Per year (SGD)
SAR 35,000 about S$11,961 about S$143,528
SAR 50,000 about S$17,087 about S$205,040
SAR 65,000 about S$22,213 about S$266,552
SAR 80,000 about S$27,339 about S$328,064

Saudi packages usually add housing or a housing allowance, flights and family medical cover. Offers are written for a grade, so check that the grade in the offer matches the one SCFHS gives you before comparing figures.

Converted at US$1 = S$1.2815 (28 October 2026), with the riyal pegged at SAR 3.75 to the US dollar.

For Singapore tax, earnings from work physically done in Saudi Arabia are foreign-sourced, and only days worked in Singapore are taxable at home. Check the details that apply to you with IRAS or a tax adviser.

Riyadh, Jeddah and the Eastern Province

Moving from a city-state to a country of more than two million square kilometres changes how you choose a job. One SCFHS registration lets you compare employers across regions without re-licensing:

  • Riyadh: King Faisal Specialist Hospital and Research Centre, King Fahad Medical City and the Ministry of National Guard Health Affairs, which runs King Abdulaziz Medical City, along with Dr Sulaiman Al Habib Medical Group.
  • Jeddah: a second branch of King Faisal Specialist Hospital and Research Centre and large private groups on the Red Sea coast.
  • Eastern Province: Johns Hopkins Aramco Healthcare, serving Dhahran and the surrounding area.

Saudi Arabia is five hours behind Singapore, and the weekend falls on Friday and Saturday. English is the working language in most hospitals and in SCFHS exams.

Frequently Asked Questions

Can Singapore-trained doctors work in Saudi Arabia?

Yes. Singapore-trained doctors practise in Saudi Arabia once SCFHS has classified and registered them through Mumaris Plus, and one registration covers the whole Kingdom.

Which SCFHS group is Singapore in?

Singapore is not named in SCFHS’s published group annexes, so confirm with SCFHS how your JCST exit certificate and SAB accreditation will be classified before relying on a grade.

Does MRCP(UK) help with SCFHS classification?

SCFHS lists UK Royal College membership or fellowship on its own in Group 3, with four years of experience required when it was obtained outside the UK. A UK CCT with GMC specialist registration is Group 1, so submit every qualification you hold.

How many attempts do I get at the SCFHS written exam?

Applicants outside the Kingdom have three written attempts within one year, and a result stays valid for five years.

How long does SCFHS classification take?

DataFlow verification takes 15 to 25 working days, then SCFHS reviews the file, and any written exam or interview adds the time to book and sit it.

Is a Saudi salary taxed in Singapore?

No Saudi income tax applies to salaries, and Singapore treats pay for work done in the Kingdom as foreign-sourced. Income for days worked in Singapore is still taxed there.
