    What is attestation? Why is it required? How to get it done?

    If you are a doctor or other health professional relocating to the UAE, you may be confused about attestation of documents. It can seem like a long and complicated process.
    In response to many questions that we have received about this issue at Allocation Assist we have written this article to guide you.

    What is meant by attestation of documents?

    Attestation is the process of obtaining legal recognition for a document which has been issued in another country, to validate that the document is genuine.

    Why is attestation required when relocating to the UAE?

    If you are moving to the United Arab Emirates, then you will need to get professional qualifications and some other documents attested by the UAE embassy before employment is confirmed and an employment visa can be issued.

    Many people are familiar with obtaining notarisation or obtaining an apostille certificate for documents to be presented in another country. For countries which are members of the Hague Convention, apostille certificates are recognised between member countries under the provisions of the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents act.  

    As the United Arab Emirates is not a member of the Hague Convention, embassy attestation is required for foreign documents, after obtaining legalisation or an apostille certificate in your home country.

    Which documents may need to be attested?

    You will need to check the exact requirements with your new employer. Documents issued outside the UAE which may require attestation include:

    • Degree Certificate
    • Professional Qualification
    • Birth Certificate
    • Marriage Certificate
    • Police Clearance Report
    • Medical Report
    • Power of Attorney.

    What is the process for getting my documents attested?

    Depending on the document type, attestation is a two or three step process. You may choose to do it yourself or pay an agent to save you the time and legwork involved.

    Step 1: Checking and notarization of documents 

    Certain documents, such as professional qualifications or degree certificates, will firstly require certification from a solicitor or notary public in your home country. This can usually be done using a copy of the document.

    This step is not required for documents that have already been prepared and signed by a legal official, such as birth or marriage certificates that are signed by a registrar.

     

    Step 2: Apostille certificate

    Next, documents must be certified by the Ministry of Foreign Affairs of the country where they were issued. 

    In the UK, this will be the UK Foreign & Commonwealth Office (FCO). They will attach an Apostille certificate to verify the signature of the legal official who has signed the document in question. This costs around £30 per document and takes between 2 and 10 working days using the standard service, plus courier or postage time. Urgent applications may be dealt with faster for an extra fee.

    If your documents were issued in another country, you will need to check with the relevant government website.

     

    Step 3: UAE Embassy attestation 

    Your documents, with Apostille certificate, must then be presented to the UAE embassy or consulate in the country where they were issued. This may cost between £30 to £50 per document. 

    (Avoid using old copies of documents that have already been attested for another country, as they may be rejected in the UAE.)

    The embassy will issue their attestation stamps or sticker to the document so that it will then be legally recognized by authorities in the UAE. This can usually be done within one working day (if you submit them in the morning, they should be ready in the afternoon).

    You may need to present your documents to the embassy in the UAE for final approval after you arrive.

    Should I get my documents attested before arriving in the UAE?

    It is advisable to get your documents attested in your home country, as it will be quicker and less expensive. 

    If you are already in the UAE, it is possible to use the attestation services provided in the government customer happiness centres. This will involve using an international courier service, as the documents will need to be sent to the country where they were issued.

    The Health System in Dubai

    Dubai’s healthcare infrastructure is well-developed with world-class public and private facilities. There is increasing innovative medical research involving public-private partnerships.
    Most healthcare provision is insurance based, as health insurance cover is mandatory for all residents, usually provided by employers.
    UAE nationals receive free or highly subsidised care at government-funded hospitals and local healthcare centres. Expats may access the public healthcare system by purchasing a health card.
    Due to the high proportion of expatriate residents, the large private sector continues to grow and there is an increasing potential for medical tourism.
    The number of medical schools in the UAE is growing with the aim of increasing the numbers of locally trained healthcare professionals. Currently, there is still a high dependency on foreign-trained doctors.

    Types of Contracts for Doctors Relocating to Dubai

    There are five main types of contracts under which doctors may be employed. The structure of salary and benefits vary for each:

    1. Full time contract with fixed hours, salary and allowances.

    These types of contracts are often offered by Government or Semi- Government funded institutions. There are no performance based incentives, however there will be a lucrative salary and package with allowances for accommodation and children’s education as well as yearly flights to visit your home country.

     

    1. Full time contract with a basic salary and extra performance based or revenue sharing incentive on top.

    A lucrative basic salary will be given with extra performance based or revenue sharing incentives added on top. These contracts are usually offered by most large private hospitals and clinics and don’t often include allowances for children’s education or housing. Some employers might offer a lower basic with higher revenue share model on top depending on their business model.

     

    1. Complete revenue share model

    Highly driven Doctors who are well established and have successfully built a strong patient base and referral network in the market might choose to work on a complete revenue share model with no basic salary at all as they tend to earn more with this arrangement.

     

    1. Community Based Doctor (CBD) – working in multiple hospitals or clinics.

    By law, to practice in Dubai the physician must have at least 1 full time license under a facility (Hospital or Clinic), then they are allowed to have up to 2 – 3 additional part time licenses with other hospitals / clinics as long as the primary employer who is providing the full time license gives the physician permission to do so.

     

    1. Visiting contracts

    Physicians who are of highly demanded specialties, famous / extremely well accomplished,  or who are offering a very niched skillset can sometimes secure work on a visiting contract at a relevant / suitable hospital/ clinic that has the appropriate facilities. The arrangements regarding the flights, hotel stay and remuneration vary.

     

    All facilities for all contracts usually provide the Doctors with health insurance, malpractice insurance and cover the licensing and visa fees.

    Mandatory Benefits

    • Employers cover cost of visa processing
    • Medical indemnity and health insurance for employees
    • 30 days paid annual leave
    • One month salary bonus for each year worked 
    • Return flight at the end of employment term

    These benefits are not usually available for solo practitioners who are not classed as employees.

    There is no income tax in the UAE, so you get to take home your full salary. 

     

    Optional benefits

    • Health insurance for dependant family members
    • Accommodation allowance
    • Children’s education allowance
    • Yearly return flight tickets home

    Considerations for contract negotiations

    Salaries and benefits vary according to your qualifications, specialty, experience and country of training and licensing.
    Doctors who have completed their training in the USA, UK, Canada, New Zealand, Australia and South Africa are sought after, especially for in-demand areas such as complex surgical specialties, maternity, pediatrics, elderly care, fertility and diabetes care.
    Offering a new service, or one for which patients previously had to travel abroad for treatment, will give a competitive advantage.

    What to expect when relocating

    It can take time to build up a patient base, especially when establishing a new service. Marketing may be required to create awareness of new specialties available.
    Patience, a long-term view and positive attitude are required in the early stages.
    For doctors who are highly motivated and seeking to advance their careers while contributing to an exciting, growing healthcare sector, Dubai is a great place to be.

The DHA License process for these applicants usually takes 5 – 9 months due to the complexities of non – English/ Arabic paperwork and the variances of bureaucratic formalities in different countries, not to mention arranging the oral assessment based on the applicant and the examination committee availability.

    We strongly advise doctors from these countries to obtain your DHA registration first before applying for jobs in Dubai.

    Doctors who need to take a multiple choice computer based ‘Prometric Exam’ in your home country.

    For Doctors trained from the below countries, you will need to take an oral exam here in Dubai:

     

    There are many prometric test centers globally. We will provide you with the study material and guidance to give you the best chance possible of passing first time, you will have 3 attempts to pass the prometric exam. There are usually 100 questions and you need to pass at least 60% of the questions. You will only be assessed in your chosen field.

    The DHA License process for these applicants usually takes 4 – 6 months due to the complexities of non – English/ Arabic paperwork and the variances of bureaucratic formalities in different countries. The prometric assessment can be booked straightway as soon as the DHA/ Dataflow application is initiated, however this time frame is based on the applicant and the prometric test center availability.

Searching for health services usually begins on the internet. In a competitive healthcare market, such as Dubai, online visibility and reputation is more important than ever. 

    Even if your hospital has a good marketing department, this will not substitute for developing your own professional reputation and online presence. This is even more crucial for smaller practices or physicians who visit a number of different hospitals.

    What does professional branding mean for doctors?

    Your professional reputation and trust with existing patients and your colleagues has been developed over many years. Your qualifications, skills and experience and your value to your patients and specialty are evident. But are you effectively communicating this online to reach your ideal potential patients and referring physicians? Do you stand out in a competitive marketplace? 

    The key to professional branding is firstly understanding what makes you unique, or what differentiates you and your practice, and then getting the message out there. It is about actively shaping your online professional reputation.

    Purposeful messaging enables you to attract the right patients and establish rapport and trust even before they step through the door. Developing consistent professional branding is a worthwhile investment in establishing you as a recognizable trusted professional or group practice across different mediums. 

    Strategies to develop your online presence and grow your practice

    1. Build your professional network 

    This is especially important if you have relocated to a new area or country. Make use of professional meetings and conferences, whether virtual or in-person to build your network. Linkedin is also a valuable platform for networking with referring physicians and allied health professionals. Update your Linkedin profile to showcasing your training, experience and achievements. 

    2. Develop your website and online visibility 

    For healthcare providers the website is the new front door, as it is often the first thing potential patients see. Even if you are listed on an employer’s website, your own professional site will give you the chance to establish your reputation and online presence. 

    Website development or restructuring should focus on user experience as much as just aesthetics. Check your website speed and make sure that the site is optimised for mobile-view. Contact options should be clearly visible and include online queries and appointment scheduling, as well as phone numbers. Invest in search engine optimization (SEO) or search engine marketing (SEM) to ensure that your website has a high visibility to potential patients. Terms relating to symptoms and conditions are most frequently searched for. Get your profile listed on local guides, physician search platforms and popular review sites. 

    3. Content marketing 

    Content marketing, for example blogging, is an effective way of building your online reputation as an expert in your specialty. Consider whether it is preferable to find the time to write articles yourself or find a marketing company or medical writer to do this. A well maintained blog on your website also acts as a resource library of educational content for prospective patients.

    Blog articles may focus on relevant health educational information and answer potential questions which patients may have. You may also include stories of successfully completed treatments, as long as you have permission from patients to share these. Content for the general public should be easy to read and avoid using medical jargon. Blogs may be shared and promoted on social media platforms. 

    4. Develop a Social Media Strategy

    Your social media strategy should focus on maintaining a steady flow of communication rather than a blitz campaign. Social media not only connects you to your existing clients but can grow your influence and reach new patients, and can be more effective than traditional marketing efforts. Social media is best suited to impactful visual content. In addition to blog articles and testimonials, you may share details of special offers or health campaigns. Paid advertisements may be used to supplement organic social media growth which occurs through sharing and networking. 

    5. Create more impact with video content

    Visual content, and especially video, has been shown to have more impact online. Video also helps to improve search engine rankings, as video content is 50 times more likely to rank on search engines than text. 

    Content for video could include introducing yourself or your practice, patient testimonials, procedure and treatment overviews, or frequently asked questions. 

    6. Ask for reviews and testimonials

    Reviews from satisfied patients can be especially beneficial. In a recent survey, 90% of patients said they use online reviews to evaluate physicians, and 71% reported using online reviews as the very first step to finding a new doctor. 

    Automated feedback requests or online surveys following consultations or treatment can be a valuable resource for requesting testimonials and understanding how to improve patient experience. Follow-up on any negative feedback by addressing patients’ concerns, while being mindful of confidentiality and data protection.

    7. Reach out to the community through traditional media and other outlets 

    Establish yourself as a trusted expert in the community via traditional media outlets, as well as online. Offer articles or interviews to newspapers, radio and TV stations. As well as increasing your reach, backlinks from high-quality media outlets can help build your authority over time with Google. 

    Do I need a public relations or marketing company? Can’t I just do it myself?

    While doctors may have the skills to manage their own branding and marketing, most do not have the time to focus on this and practice medicine at the same time. PR or marketing consultants who specialise in the medical field are ideally placed to understand physician’s goals and develop an effective branding and marketing strategy.
